Imperial Beach council approves logo contest winner, special event and introduces fee ordinance

Penelope Quinn was recognized as the winner of the city’s 70th-anniversary logo contest; the council presented a $500 award and took photos. The council also adopted a proclamation recognizing April 2026 as National Child Abuse Prevention Month after a reading by Council Member Seaberry and public remarks from Mauricio Torre representing SBCS.
On a consent-and-action front, the council approved a special-event application and street closure for the 2026 Plank Summer Kickoff (May 30) with conditions including ABC fencing for alcohol service and a post-event financial report; applicant Martin Mattis described band lineups and sponsorship interest. Finance Director Feit presented Ordinance No. 2026-1261, amending municipal code section 15.48.0.6 to clarify that RTCIP fees are due prior to building permit issuance and are based on the fee schedule in effect when the invoice is generated; the council introduced the ordinance by title and set adoption for May 6, 2026. Motions on the proclamation, event permit and ordinance introduction carried unanimously.
