City unveils draft Bayside Community Atlas to guide resiliency and grant work

Helmer described the Atlas as an outreach document that organizes projects under three themes—connect, gather, adapt—and highlights projects such as the Bayshore Bikeway Resiliency Project, the 13th Street development, the 9th Street improvements and the Palm Avenue master plan. Larson, the lead project manager for the Bikeway Resiliency Project, said the Atlas is intended as a marketing and planning tool for funders and community members and noted the city’s history of completing grant-funded projects.
Council feedback centered on making the document more useful to external audiences: members asked staff to add timelines or status indicators, clearer impact summaries, and a two-page executive "benefit and impact" brief for potential funders or developers. Staff said the draft is intentionally a working document and agreed to incorporate timelines and additional metrics in a short turnaround.
Why it matters: The Atlas is meant to consolidate grant-ready materials and show funders a coherent vision for the Bayside area as Imperial Beach seeks resilient, nature-based solutions to flooding and multi-agency coordination for bayfront improvements.
Next steps: Staff said they will revise the draft to include proposed timelines and impact summaries and return as requested for final review.
