Fontana introduces ordinance to overhaul sewer code, align with state and regional rules

Council introduced Ordinance No. 1984 to rescind and replace articles 1–8 of Chapter 23 (sewer and sewage disposal), updating on‑site system rules, pretreatment standards, grease interceptor requirements and permitting fees; council voted to introduce and waive full reading.
Public Works Director and City Engineer Jia Kim briefed the council on a comprehensive update to the city’s sewer code and recommended introduction by title only of Ordinance No. 1984.
Kim said the existing ordinance had been amended repeatedly and no longer aligned with current state and regional rules. Key changes in the proposed ordinance include: defining on‑site wastewater treatment applicability using property‑line distance (rather than building distance) to match Regional Water Quality Control Board practice; updating industrial pretreatment program requirements and enforcement tools to meet the receiving agency’s standards; clarifying when grease interceptors and grease traps must be used and where they should be located to guide designers; and adding fees for plan review, inspections and violations consistent with recent city user fee changes.
Kim said staff consulted with the regional board and adjusted tables and standards to comply with regional permits and that the ordinance modernizes administrative language and makes enforcement clearer. She recommended waiving the full reading and introducing the ordinance by title.
Council moved, seconded and voted to introduce Ordinance No. 1984 and waive additional reading; the motion passed unanimously.
