Board approves elementary boundary changes tied to CC Manili consolidation; leaves middle school lines intact

After two workgroup meetings and public comment, the board approved an elementary boundary map to fit a merged Scarcelli/CC Manili student population into Scarcelli and rezoned certain east‑of‑Carson‑River pockets to Gardnerville Elementary; middle school boundaries were left unchanged.
Superintendent Alvarado and Mrs. Dwire presented a boundary adjustment proposal after the district decided to consolidate CC Manili Elementary into Scarcelli Elementary. The district said Scarcelli would exceed practical capacity if no rezoning were adopted and that SB460 requires regular boundary review; the workgroup considered capacity, bus routes, feeder patterns and classroom teacher allocations when drafting options.
The committee — which included board members, bus drivers, parents, site administrators and district staff — presented a plan that shifts pockets east of the Carson River into Gardenerville Elementary School to reduce Scarcelli’s enrollment below about 500 students. Administrators said some preschool counts must be added to previously reported site totals and noted preschool programs are sometimes AM/PM splits, which affects percentage reporting. The committee also emphasized minimizing disruption and avoiding dividing neighborhoods by street where possible.
Principals and committee members raised operational concerns: Minden Elementary’s principal, Andrew Fell, said moving certain southern county geocoded students could produce awkward grade‑level sizes and longer bus rides for some children; he advocated keeping those southern students at Minden. The boundary team reported roughly 70–80 students could be shifted away from Scarcelli under one option, which the committee said would reduce Scarcelli to a manageable size and potentially allow the district to reduce classroom staffing where appropriate.
After extended public comment and board discussion about small neighborhood pockets such as Rocky Terrace and Foothill areas, the board adopted the 'MEES' elementary map with a carve‑out (Rocky Terrace and nearby foothill addresses will remain zoned to Gardnerville Elementary rather than being moved to Minden). The motion to approve the MEES elementary boundary map with that exception passed unanimously on a motion by Miss Nighting and second by Miss Jansen. The board also voted unanimously to leave middle school boundaries unchanged (motion by Miss Miller).
Board members and administrators noted further work is required to confirm grade‑level class sizes and staffing allocations and to produce detailed maps that name specific streets and neighborhoods. Transportation modeling and a final class‑size check will follow; administrators said they will present the more detailed staffing impact analysis to the board at the special meeting next week or at a follow‑up session.
