The BOE called the meeting to order at 2:04 p.m., then voted to approve the minutes of the March 18 meeting and two process reports: the assessor-approved review process report and the BOE hearing process report. Each item was approved after a motion, a second and a voice vote.
The board then considered petitions to hear continuing property tax exemptions that were filed after the deadline. Staff told the board there were three petitions: "two of them we believe applied on time online, but we have a glitch with the online system," the staff member said, recommending the board accept those petitions as timely. The third petitioner did not file on time; staff said that application involved personal property only and did not meet the unanticipated-circumstances standard, but that the petitioner could seek a legislative exemption through the assessor based on personal-property value. The board voted to approve item four in line with staff recommendations.
On item five, the board considered revoking a 2026 property tax exemption for Arches Academy. Staff said the academy "decided they didn't want to apply on that account" and attached an email in which Arches Academy wrote it "will just pay taxes." A commissioner moved to approve the revocation; the motion was seconded and the board approved the action.
Next, members addressed petitions to hear appeals related to farmland assessment and urban farming after expiration. Staff summarized a recent legislative provision allowing a late filing window for green-belt (farmland) appeals — an initial 60-day extension plus an additional 60-day late filing period — and recommended accepting the petition on the basis of extraordinary circumstances. The BOE moved and approved the recommendation.
