Aberdeen council approves MOU sending half of cable PEG fees to school district ($188,626.52)

City Manager Dave McNeil presented a memorandum of understanding to allocate half of the city's cable franchise PEG (public, education and government) fee revenue to the Aberdeen School District for capital support of PEG/public-education broadcasting.
McNeil told the council the current PEG revenue balance stands at $377,000 with projected additional revenues of roughly $70,000 by July 2026. On approval the finance officer will draw down one half of the PEG account and process payment to the school district in the amount of $188,626.52.
"Through its students and educators, the Aberdeen School District creates content in public access channel programming, which also benefits the city," McNeil said, describing the proposed arrangement as a continuing partnership that meets both educational and governmental purposes under the Communications Act. He said the city would retain half of the PEG revenues to develop collaborative programming with the school district and city staff including the economic developer Amber Schwabauer.
Council moved (Nelson), seconded (Ward), and approved the MOU by roll call. Staff recommended approval and confirmed implementation steps for the finance office to process the payment.
The council did not record any conditions or amendments to the MOU during the session; implementation steps were described as drawing down the stated amount and coordinating programming work between school and city staff.
