Planning Commission approves forwarding General Plan, housing-element progress reports to Town Council

The Tiburon Planning Commission on March 25 unanimously voted to forward the town's 2025 General Plan Annual Progress Report and the Housing Element Annual Progress Report to the Town Council and recommended submitting them to the California Department of Housing and Community Development and the Office of Land Use and Climate Innovation.
Staff said the housing-element APR includes extensive spreadsheets that track building permits, land-use entitlements, certificates of occupancy and affordability details required by state law. The presentation highlighted 2025 achievements including Town Council approval of the parks master plan, a new accessibility section on the town website and a pilot permitting workflow for solar projects using SolarApp.
Commissioners pressed staff for details about how additional housing will be delivered, especially given rising accessory dwelling unit (ADU) activity. One commissioner asked whether the town had continued work on previously discussed opportunities, including early conversations with the Reedy Creek School District about redeveloping school-owned land for housing; staff said those discussions are underway and that more information should be available by late summer.
The commission discussed the housing element's purpose in tracking progress toward the jurisdiction's regional housing needs allocation (RHNA) and the statutory requirement to submit the APRs. After clarifying questions and a short public comment period (no speakers), the commission moved to recommend adoption and submission of the reports to state agencies and to present them to Town Council to help identify priorities for 2026.
The commission recorded its roll-call recommendation after a motion and second; staff will place the reports on a future Town Council agenda.
The commission did not adopt policy changes or new regulations at the meeting; it forwarded the APRs and asked staff to keep the commission informed of progress on multi-family inquiries and ADU affordability data.
