Matt Hazel, the city’s housing programs analyst, told the commission staff recommended fully funding two CDBG capital applicants — Rebuilding Together Silicon Valley’s repair and accessibility program for $200,000 and Upwards’ Boost program for $119,000 — because the total requests were less than the amount available. "Staff recommends funding both programs fully," Hazel said.
