The Douglas County Board of Commissioners on March 31 approved a one-month extension of its contract with Transitions Commute Solutions, authorizing $150,000 to continue operations of the county's Connect Douglas service while the county finishes a request-for-proposals process.
Director Roberts told the board the extension covers third-party operations costs '2that's the scheduling, the dispatchers, office manager, and the actual operators or drivers for the buses,'— and said the county's invoices run 'about 140, 150 a month.' The extension would run from April 30 through May 31 to allow staff to complete interviews and finalize contract awards.
Vice Chair Mark Alcarez asked staff to clarify what the $150,000 covers; Roberts repeated that the sum funds day-to-day outsourced operations while the RFP process completes. The motion to approve the extension passed on a 4-1 vote; the transcript does not record roll-call votes by individual commissioner names for this item.
The board said the extension preserves service continuity for passengers while staff completes a competitive procurement process. The county will return to the commission with the RFP results and recommendations for a longer-term contract once interviews and evaluations are complete.
Action and next steps: staff will proceed with the scheduled interviews and return with recommended contract awards; the one-month extension takes effect April 30, 2026.
