Finance Director Mike Lima told the council that a significant leak was discovered after the city had already approved work for the Centennial Pool Complex in FY25–26. Because the previously approved scope—"minor repairs and building rehabilitation"—is now insufficient to address the problem, staff recommended changing the project scope to permit a major rehabilitation that would restore the pool to operating condition. Lima emphasized this is a scope change—not an increase in the originally allocated CDBG dollars—but that the action is necessary so the city can spend reallocated revolving‑loan funds ($239,322) on evaluating long‑term options and repairs.
Lima warned that failing to timely amend the plan could jeopardize timeliness requirements under HUD rules and potentially affect future allocations. The council opened a public hearing, received no public comment, and approved the amendment unanimously.
In a companion action, the council approved a CDBG‑CV (COVID) subrecipient agreement to reallocate more than $250,000 of previously awarded COVID‑era CDBG funds toward construction of a basketball court at Rotary Gateway Park. Lima noted those COVID funds carry a September 2026 expenditure deadline; the city’s public participation procedures were followed and no public comments were received in the required windows.
Why this matters The Centennial Pool is an existing community facility; the discovery of a major leak has closed the pool and interrupted public access. Amending the annual action plan preserves the city’s ability to use CDBG and RLF dollars for evaluation and major repairs. Separately, using CDBG‑CV funds to deliver a new court at Rotary Gateway Park directs one‑time federal resources to a visible public amenity.
Next steps Staff will proceed with evaluation and design work for the Centennial Pool under the revised scope and will return to council with final action or contracting recommendations. The CDBG‑CV contract is authorized and staff will implement the basketball‑court project under the executed subrecipient agreement.
