Town staff described the study scope as three weekends of monitoring (including a baseline weekend, an event weekend and a farmers‑market weekend) and the study hours as "Fridays and Saturdays the timing would be from 9:00 a.m. through 10 p.m." and Sundays from 9 a.m. to 5 p.m. Staff said the schedule aims to capture typical, event, and seasonal patterns and that the consultant will identify sites where surface parking expansion may be feasible and suggest potential locations for a future structure.
Finance details were discussed: staff said the town has about $30,000 in its parking impact fee account and that the motion approved the survey with funding from the parking impact fee reserve and any remaining balance charged to professional services. Council members debated whether to collect baseline data before the planned station opening or delay sampling until after the station opens; staff said timing is flexible and samples could be supplemented later.
Councilwoman Gurov moved the task order and Councilwoman Pickicket seconded; the motion passed unanimously. Staff said the data will inform any future decisions about surface expansion, structured parking and long‑term capital planning.
