San Joaquin County EEO office reports 10 formal complaints, sets training and recruitment targets

David Davis, an EEO office representative, reported to the San Joaquin County Equal Employment Opportunity Advisory Committee that "as of 3/31/26" the office had received 10 formal EEO complaints, two of which were deemed defective for failing to "provide a nexus to a protected class under Civil Service Rule 20." The office told the committee those two complainants will be returned their forms and given 10 days to resubmit with additional information.
The EEO office laid out SMART goals tied to county strategic priorities: to increase the number of trained EEO coordinators by 25% by June 30, 2028 — a numerical target of recruiting 14 additional coordinators, raising the total from 55 to 69 — and to equip coordinators with training to help the EEO staff in early, informal assessments of complaints. "Our goal is... to train all 100% of them by that date," the reporter said of the target training completion.
Staff said a March 3 training drew 38 EEO coordinators, representing roughly half the target for the initiative; a tentative follow-up session is planned for Aug. 26 at the Ag Center and will cover the same core material (EEO coordinator role, EEO-related laws and Civil Service Rule 20) with new case studies. Committee members asked whether the August content will differ; staff replied the core material will remain but the case studies will change, and that March attendees are welcome to return for a refresher.
Recruitment plans include outreach to hospital partners; staff named Robert Bonner and Steve Hopkins at the hospital as points of contact to recruit coordinators at medical facilities that currently lack them. The committee was told the EEO plan — a two-year document developed with the advisory committee to set priorities — will be renewed this year and presented to the Board of Supervisors in October, with monthly subcommittee meetings through September to finalize the plan.
The report and targets will be tracked through the county's quarterly SMART-goal reporting tied to the budget process, staff said, so the Board of Supervisors will receive updates on recruitment and training progress. The EEO office concluded by inviting questions and offering additional training dates and details as they are finalized.
