A substitute circulated by another member kept Coopin’s one‑meeting deferral but reconciled timing language (removing a strict “two‑weeks” clause), added a two‑thirds‑vote "off‑ramp" to delay an election in exceptional circumstances, and included housekeeping edits.
Several members raised procedural and policy concerns: how the election date would be moved (by motion and with member recognition), whether a two‑thirds offramp could be used to keep a vacancy open for an extended time, and whether simple administrative fixes (improved notice and coordination with the vice mayor’s office and mayoral staff) would address the problem without changing the rule. One member noted a past prolonged vacancy on the Fair Board as a cautionary example.
After extended questioning about mechanics and potential unintended consequences, the chair moved to defer the proposed amendment and its substitute so committee staff can refine the language and provide recommendations. The committee approved the deferral. No change to Rule 50 was adopted at this meeting.
Committee members said they favor solving practical notice and scheduling problems but want clearer safeguards in any rule change so vacancies are not left open inadvertently.
