The Carroll County Board of Education on March 24 began a formal process to replace its retiring superintendent and voted to post the vacancy to internal employees first, with applications due roughly 10 days after the posting.
Board Chair opened the special meeting by saying the purpose was "to start the discussion on process for superintendent election," noting the board received a letter outlining options including outside searches and internal-only appointments. The presenter summarized three broad approaches: hire an outside facilitator (for example, GSBA or a private firm), limit the search to internal candidates, or use a hybrid approach; the presenter also warned that records for finalists become public under the open records act and that finalists must be posted 14 days before a final decision is made.
Dr. Brooks cited another district’s experience with a GSBA-facilitated search and said it "took them about 4 to 5 months," and added that the larger district ultimately selected a candidate from within its ranks after one such search. Mr. Turner argued the district likely had qualified internal candidates and said he did not see a need to hire GSBA "especially if we have attorneys" and recommended starting internally to preserve continuity and move quickly.
Retiring superintendent Mr. Coward advised on timing for an internal process, saying, "If you do that over a two week period, that's typically a pretty good time" for internal applicants to apply and for the board to assess whether any internal candidate should be advanced. Board members discussed the tradeoffs between speed, continuity and ensuring a transparent, fair process; several members said they wanted at least two or three viable internal finalists before concluding the search.
A board member moved that the district post the superintendency internally to Carroll County School System employees with applications due about one week from Friday (approximately 10 days); another member seconded. The Chair called for a voice vote, asked "All those in favor, raise your right hand," and then stated, "And that's everyone," indicating unanimous approval. The motion directs staff to post the opportunity internally and to report back to the board after the application window so the board can determine whether to interview internal candidates or open the search externally.
Board members also asked about posting logistics and job qualifications; the board agreed attorneys would review the posting language to reduce legal risk and the chair and vice chair will compile interview questions submitted by members. The board decided not to enter an executive session at the meeting and closed by scheduling to reconvene depending on the number and quality of applicants.
The board’s immediate next step is the internal posting with the short application period; the board will meet again after that window to vet applicants and decide whether to name finalists or open an external search.
