The project would install a storm sewer connecting a parking lot to an existing detention pond and would impact an isolated natural resource area to the south of the site. Staff and the plan commission found the applicant’s restoration and compensation plan met the UDO’s stated minimum compensation ratio of 1.5:1 by restoring the impacted area and creating additional wetland buffer.
Approval was conditioned on establishment of a conservation easement and on the applicant’s compliance with a natural resource protection plan; the easement will require separate approval by the Common Council. The plan commission recorded a motion to approve the plan commission finding and decision on the natural‑resource special exception for the applicant (recorded as Interong Company's Inc. / applicant name provided in the notice) and the motion carried.
