State Cultural Trust briefs Morrow County commissioners; local coalition reports recent grants

Jaylen Papan, treasurer for the Morrow County Cultural Coalition, said the coalition administers county block grant dollars from the Trust and described recent awards: "last year we received $10,244 ... we were able to grant out the majority of that, five total grants ranging from $650 to $6,500. This year ... $10,683 ... we processed eight grants from $550 to $2,000." Papan noted the coalition operates on volunteer time and serves both southern and northern parts of the county.
Eiley Shriner, identified as the Trust manager for the Oregon Cultural Trust, gave a statewide overview and described the Trust’s tax‑credit mechanism for funding arts, heritage and humanities. Shriner said the Trust has "raised and distributed over $40 million. That's over 10,000 grants," and outlined examples of programs the Trust supports across Oregon.
Commissioners thanked the presenters and asked a few follow‑up questions about eligibility, how an organization qualifies as a cultural nonprofit, and options for residents who want donations to remain local. Shriner explained the Trust reviews missions and 501(c)(3) status and described limits on tax credits; Papan described outreach efforts to increase applications in the county.
Next steps: coalition staff will continue local outreach and commissioners offered support via fiscal sponsorship as needed.
