Planning commission subcommittee to study intake process, public education and affordability barriers

Commissioner Pollock reported that a Planning Commission subcommittee (Pollock, Jones, Collier) has begun work on the intake portion of the city's development-review process. The group said it will examine how applications enter the system, which projects are routed to the commission, and whether procedural hurdles and consultant costs create barriers that affect housing affordability.
"Our focus is on the intake portion — how something comes in and how staff decide what comes to the Planning Commission," Pollock said, explaining the subcommittee's initial scope: improve public education on permitting steps and identify opportunities to increase transparency around stormwater, transportation, and conditional-district reviews.
Commissioner Jones emphasized outreach and education for property owners and applicants, saying that many stakeholders misunderstand the number and type of reviews required. Commissioners said they will coordinate with staff to convene follow-up meetings and work toward pragmatic recommendations that can be delivered to the commission for further action.
