Board approves multi-year support plans for six federally identified schools, seeks optional state improvement grants

The Albemarle County Public Schools board on March 26 approved multi-year school support plans for five federally identified Targeted School Improvement (TSI) schools and reviewed one Comprehensive Support and Improvement (CSI) plan that must be submitted to the Virginia Department of Education (VDOE).
Dallas Hamburg, director of school improvement and quality policy, told the board that VDOE issued new, more detailed templates requiring stakeholder-driven needs assessments and evidence-based interventions (EBIs). The division identified six schools: Agar, Crosseé, Greer, Mountain View, Stone Robinson (TSI) and Woodbrook (CSI). TSI plans must include two EBIs and CSI schools must include four; staff noted Lexia and a systematic approach to numeracy are already part of earlier work.
Hamburg said principals and stakeholder groups asked for leadership and system-level work and recommended partnering with UVA’s Partnership for Leaders in Education (PLE) to strengthen leadership and align existing programs. A formal motion to approve the five TSI plans and review the CSI plan passed by voice vote.
Funding and oversight
Staff said the division will apply for optional school improvement grant (SIG) funding; the presentation listed typical amounts of roughly $45,000 per TSI school and $165,000 for a CSI school (per-school amounts and program rules are driven by VDOE’s grant process). TSI plans are monitored and approved locally; the CSI plan will be submitted to and approved by VDOE.
Board members asked about monitoring and reporting. Staff said the division will continue quarterly monitoring via 90-day plans and bring event-driven and end-of-year accountability results to the board; Dr. Mclofflin said third-quarter results would be reported as soon as state testing files are finalized.
Administrative action
A motion to approve the multi-year support plans for the five TSI schools was moved by Dr. Akoff and seconded by Mr. Dylan; the motion carried by voice vote. Staff will post approved plans to school and division websites and submit the CSI plan to VDOE for final approval.
