Public works staff said Hines Holding (also referred to as HHI Kircher Road properties 24 LLC in the packet) proposed to post a performance bond to cover required work to prepare lots for development — removal of existing hard surface, grading, and installation of required stormwater improvements. The agreed bond amount reported in the meeting was $250,000. The board accepted the performance bond and then accepted the two‑lot major subdivision plat, which staff said meets zoning and subdivision ordinance requirements, includes dedication of additional right-of-way along the north side of Kercher Road, and contains a number of easements.
Both the bond acceptance and plat were approved unanimously. Staff noted the drainage plan had been accepted by the board earlier (03/26/2026) and the plat is consistent with the plan commission’s prior approval.
