The Planning Commission on April 21 approved revisions to the Midland Plaza commercial center that reconfigure five parcels into four, relocate the automatic car wash elements to the northwest corner of the site, and update associated design review and minor-use permits.
Associate Planner Cicely Session Goins told the commission the applicant (Core States Group) seeks to keep the previously approved gas station, convenience store and quick-service restaurant while relocating the car wash and reconfiguring parcels to improve marketability. The project would retain the previously approved architectural style, add berming and landscaping to screen the car wash and drive-through, and proceed in phases with future parcels subject to additional entitlement review.
Cicely Session Goins noted changes in the revised resolution: a correction on utility-enclosure design language, and a Fire Department-approved modification to condition 33 that reduced the required fire flow from 2,000 to 1,500 gallons per minute and adjusted hydrant spacing. Vice Chair Quintana asked for night renderings and confirmation that site lighting would be provided; staff confirmed lighting for the parking areas, buildings and canopy.
A nearby resident who identified herself as Ingrid asked whether the car-wash bay exit faces Baseline Avenue, about setback distances to her adjacent residential lot, potential noise mitigation walls, and whether lighting would be directed away from homes. Staff committed to follow up with the resident to provide additional information about setbacks, noise and mitigation options.
Architect Daniel Golan, representing the applicant, confirmed the car-wash bay faces Baseline Avenue and said the tower feature will be inwardly illuminated; he and the applicant accepted the conditions of approval.
Vice Chair Quintana moved to approve master case 20R3; Secretary Lozano seconded. The clerk recorded the vote as 'All in favor; motion passes.' The approval includes the tentative parcel map revision, minor use permit for the car wash, and the design-review revision as conditioned by staff.
