Anson County commissioners approve consent agenda and several budget amendments

At its Feb. 3 meeting the Anson County Board of Commissioners approved the meeting agenda, consent agenda items and multiple budget amendments, and completed a routine reappointment.
After Chairman Jamie Caudle read the State Government Ethics Act statement, Commissioner Lawrence Gatewood moved to approve the agenda; Commissioner Jarvis Woodburn seconded, and the motion carried. Vice-Chairman Robert Mims recused from that vote because of a conflict on Item 7C. Gatewood later moved to approve the consent agenda, which included minutes, property tax refunds and adjustments, budget amendments for Health/Medical Examiner/DSS/ACTS and monthly finance and HR reports; Vice-Chairman Mims seconded and the motion passed.
On appointments, Vice-Chairman Mims moved to reappoint Commissioner Jarvis Woodburn to the Board of Trustees of South Piedmont Community College; Commissioner Gatewood seconded the motion, which the board approved.
Clerk Marina Adams presented formal budget-ordinance amendments adopted Feb. 3: a $23,000 Braswell Trust donation added to General Fund revenue and expenditure lines; a $32,000 appropriation from General Fund balance to cover Medical Examiner inquests and autopsy costs; and a $316,734 package tied to DSS LIEAP (revenues: $285,060 ACTS Section 18 capital reimbursement plus $31,674 fund balance) with a matching ACTS capital outlay entry. Commissioners asked staff to follow up on related contract items, including the landfill contract.
Commissioner Joshua Ellerbe moved that the board enter closed session to consult with the county attorney under North Carolina General Statutes 143-318.11(a)(3); the motion, seconded by Commissioner Gatewood, carried. After the closed session the board reconvened and adjourned with a motion from Ellerbe, seconded by Gatewood.
No binding policy changes requiring additional county appropriations beyond the adopted amendments were recorded at the meeting.
