He said utilities including reclaimed water are available and that the project respects Plant Street character‑district architectural guidelines.
Planning and Zoning had recommended unanimous approval on April 14; Lipp and the engineer answered commissioner questions about a future Franklin Street entrance and how the site will tie into planned transportation improvements. A commissioner moved to approve, a second was received and the motion carried unanimously.
Next steps: Staff will proceed with the permitting and building‑plan review consistent with the approved preliminary final site plan.
