At its April 28 meeting the Manitowoc County Board of Supervisors approved a slate of consent items, adopted two resolutions and enacted Ordinance 2026/2028-10 (a moratorium on data centers) after floor amendments.
Key actions approved on unanimous or recorded voice votes:
- Consent agenda approved: included March 17 and April 21 minutes; multiple committee appointments; and six zoning map ordinances (E1a–E1f). Motion to approve was moved by Supervisor Neils and seconded by Supervisor Zimmer; the motion carried unanimously.
- Resolution 2026/2028-8: Adopted to accept a 2026 ARPA COVID Discal Recovery Mini-Grant. Moved by Supervisor Metzger, seconded by Supervisor Hacker; passed unanimously.
- Resolution 2026/2028-9: Adopted to authorize transfer of property to the Town of Gibson (Zander Road Bridge). Moved by Supervisor Behnke, seconded by Supervisor Bonde; passed by voice vote after the voting system failed.
- Ordinance 2026/2028-10: Enacted as amended to place a moratorium on data centers. See separate coverage for debate and amendments.
Attendance: roll call showed 23 supervisors present; Supervisor Maresh was excused and District 2 was vacant. The meeting opened at 6:00 p.m.; public comment ran from 6:14 p.m. to 7:02 p.m. The meeting adjourned at 7:52 p.m.
