West Columbia council approves Safe Streets support, SCDOT sidewalk deal and advances Pinecrest, golf-cart measures

The City of West Columbia council unanimously approved a set of consent and action items at the meeting following presentations and proclamations.
The council approved a resolution supporting a joint Safe Streets for All grant application with Lexington County and acknowledged work on a city safety action plan produced with AECOM. "There was a lot of community meetings and stuff," said Councilmember (S6), who thanked staff and community volunteers for their work gathering input for the application.
In infrastructure business, the council approved a financial agreement with the South Carolina Department of Transportation (SCDOT) to add sidewalks on North Lucas Street. Councilmember (S6) asked staff to explore whether the city could supplement the required work with enhanced amenities such as a green buffer for cyclists and pedestrians; he said he believed the city's required match was about $103,000 for the project. Staff confirmed the agreement was approved and that additional funding options could be explored later.
On development and land-use business, the council took first-reading consideration of a Planning Commission recommendation to amend terms of a letter of credit for the Pinecrest subdivision bonded plat; the item was moved and seconded for consideration under the normal ordinance-review process. The meeting also included second-reading consideration of an ordinance to regulate golf-cart use pursuant to S.C. Code Ann. A7 56-2-90; the council gave that item second-reading consideration unanimously.
Other routine business included unanimous approval of prior meeting minutes (04/07/2026 and a special called meeting on 04/20/2026) and a series of proclamations honoring National Police Week, National Public Works Week and Building Safety Month. The council then voted unanimously to adjourn into executive session to discuss personnel appointments to boards and commissions under S.C. Code Ann. A7 30-4-70(a)(1).
What happens next: staff will continue work on grant coordination with Lexington County for the Safe Streets application, proceed with SCDOT project steps for North Lucas Street, and return the Pinecrest letter-of-credit amendment and golf-cart ordinance to the council for further readings and votes as required by ordinance-review procedures.
