Parks Director Aliyah Hibbs told council that earlier budget estimates for relamping and adding lights were sufficient in 2024, but rising costs mean additional funds are needed. The grant application requests $400,000 and staff plans to use $202,000 in accrued impact fees as the required 50% local match. Hibbs said the remainder — roughly $198,000 — would be budgeted in 2027, producing a total estimated project budget of about $800,000 (including a 15% contingency).
Council members discussed the match requirement and committee confirmation. Higgs (sic) apologized for a previous staff misstatement and confirmed the match requirement is 50% and that $202,000 in impact fees is already available. The council voted to approve Resolution 18-74 to authorize the mayor to execute the grant application.
Next steps: staff will submit the RCO grant application and, if awarded, return with final project scoping and budget adjustments for council consideration.
