Board approves Skanska as construction manager for Woodrow project despite concerns about a single bid

The Raleigh County Schools board voted to approve a contract with Skanska US Building Services to serve as construction manager for the Woodrow school project if the board approved the agreement.
Staff said Skanska would begin reviewing construction documents in April and that the contract would run through January 2028, with an on-site field representative expected to average 40 hours per week during active construction. The district estimates the field representative and project-management support will be on site during construction to help limit change orders and pre-bid issues.
Several board members questioned the procurement process because the district received a single statement of qualifications. “Well, you know you said we used them at Park and that's not a great reference. That kind of put my flag up there,” one board member said, noting concern about relying on an out-of-state firm.
Staff responded that the district has used Skanska as the clerk of the works at Park and that references from other districts were “very, very favorable.” Officials said the proposed Skanska project manager, Mike Hall, has West Virginia experience including prior work with the School Building Authority.
After discussion the board approved the contract by voice vote. The motion carried without a recorded roll-call tally.
Next steps: Staff said Skanska would begin document review and coordination with the district’s design firm (ZMM) ahead of bidding, and site work is planned to start this summer pending contract administration and bidding.
