Council approves sewer assessment reimbursement area and authorizes grant application for athletic field lighting

The Enumclaw City Council approved two resolutions April 27: one to establish a sewer assessment reimbursement area for sewer work tied to the Roosevelt Avenue roundabout project, and another authorizing the mayor to apply for a Washington State youth athletic facilities grant to install or upgrade field lighting.

In a staff report Chris Searcy said the Roosevelt Avenue roundabout project required a gravity sewer line that the city fronted and that a latecomer reimbursement agreement would recapture just under $88,000 from four parcels that benefit from the installation. "The estimated cost at the time was about $60,000 through construction … so they just slightly under $88,000 to be recaptured through this agreement," Searcy said. Council moved and approved Resolution 1872 by voice vote.

Parks Director Aliyah Hibbs presented Resolution 1874, an application to the Washington State Recreation and Conservation Office for a youth athletic facilities grant. The application requests $400,000; Hibbs said the grant requires a 50% match and the city already has $202,000 in impact fees available and would budget the remaining $198,000 in 2027 to meet the match. "This grant application proposes an award of $400,000, and we will leverage … impact fees and a match as part of the match requirement," Hibbs said.

Council moved and approved the authorization to apply for the grant by voice vote. Both measures passed without a roll-call tally recorded in the meeting transcript.

The sewer reimbursement area will be recorded against the specified parcels as part of the Roosevelt Avenue roundabout project; the grant application will be submitted by the mayor per the approved resolution.
