Resident asks Foster City to enforce light-trespass rules over neighbor’s decorative lighting

A Foster City resident on Zoom asked the council to direct staff to investigate and issue a notice of violation against a neighboring property he says exceeds light-trespass limits and the NEC 90-day limit for temporary decorative lighting.
Sid Bujar, a Foster City resident participating by Zoom, used the public-comment period on March 16 to ask the council to intervene in an ongoing code issue at 149 Mira Street.
“I have sent photographic evidence to the city, and the property owner is operating high intensity industrial grade lights, string lights that project severe glare into my kitchen… This is a direct violation of Foster City ordinance number 673, which limits light trespass to 0.1 foot candles,” he said. He also cited the National Electrical Code’s 90‑day limit on temporary decorative lighting and said the installation had been in place past that period and was therefore unpermitted.
Bujar told the council he had submitted photos to city staff and asked that the city manager direct code enforcement to take immediate action and potentially issue a notice of violation. City staff responded on the record that they were aware of the complaint and were looking into it.
The council did not take formal action during the meeting; the mayor said the complaint would be routed to appropriate staff for investigation.
