On March 6 the East Palo Alto City Council considered the second part of the development code update: proposed objective design standards (ODS) intended to replace subjective design review in many residential and mixed‑use cases. Planning staff said the ODS package translates design guidance into measurable rules for setbacks, building placement and orientation, massing and modulation, privacy (window offsets), material durability, parking and loading standards, ground‑floor transparency, and open space requirements to comply with state housing laws.
Council discussion focused on façade length limits, upper‑story massing and articulation requirements, and the balance between objective specifications and design flexibility. Several councilmembers expressed concern that very long uninterrupted façades (400 feet) would produce monolithic blocks; others noted that developers already use incentives and waivers under state density bonus law, and that some local projects are longer than earlier draft limits. After deliberation the council amended staff’s proposed length limits and approved a motion to introduce the ordinance for first reading with an amendment: residential façades capped at 250 feet and mixed‑use façades at 300 feet (replacing staff’s larger values). Council asked staff to refine illustrations and return with any clarifications.
