City attorneys explained CalPERS generally prohibits a recent retiree from returning to agency employment for 180 days but allows exceptions when a recruitment is active and continuity is needed. The council voted 4‑0 to authorize the exception (Peng Manganaros absent).
Mayor Maitz opened the item and council moved to approve the requested exception; no public comment was received. The appointment will allow Ritzma to hold the interim role while the city completes recruitment for a permanent administrative services director.
Next steps: the city will continue recruitment while Ritzma serves in the interim role under the CalPERS exception the council approved.
