Council approves 2026–27 CDBG Annual Action Plan and authorizes submission to HUD

The Rancho Cucamonga City Council voted to approve the 2026–27 Annual Action Plan for the Community Development Block Grant (CDBG) program and authorized staff to submit the plan to the U.S. Department of Housing and Urban Development for review and approval.
Flavio Nunez, management analyst in economic development, told the council the city prepares the annual action plan to meet HUD requirements for its entitlement CDBG grant. Using prior-year figures and unprogrammed funds, the staff presentation showed a working total of $1,320,284; Nunez said HUD later released the city's formal allocation and the city would receive approximately an additional $41,000. "If the city is receiving additional funding, a percentage would go into administration and the balance would go into our home improvement program," Nunez said.
Nunez reviewed HUD limits on spending (administration capped at 20% of the grant; public services capped at 15%) and said staff received 13 applications that were reviewed for eligibility and capacity. Staff recommended opening the public hearing, approving the plan, authorizing any methodology for allocating additional funds, and submitting the plan and appropriation to HUD. The council opened the public hearing, received no public comment, and approved the plan; the clerk recorded the motion as carried unanimously with Mayor Michael absent.
The adopted action plan will be submitted to HUD ahead of the May 15 deadline; staff will apply any confirmed allocation changes consistent with the council-approved methodology and implement funded activities in the plan.
