Imperial Beach council adopts small increase to RTCIP per-unit fee

The Imperial Beach City Council on April 1 adopted a resolution to adjust the regional transportation congestion improvement plan (RTCIP) fee for fiscal year 2027, increasing the per-new-residential-unit charge from $3,047.57 to $3,109.88, effective July 1, 2026.
Public Works Director Juan Larios explained the fee is indexed annually to an engineering construction cost index to preserve purchasing power. "The new fee would be $3,109.88," Larios said, and noted the ordinance requires a minimum annual adjustment of 2 percent when construction-cost indexes are low.
Larios told council the city currently holds an RTCIP fund balance of $132,499 and has collected about $18,000 so far this fiscal year. He said the FY2027 project plan includes a $75,000 allocation to refresh Bicentennial Triangle Park (replace decomposed granite, replace failing plantings, trim higher palm trees and address lighting and irrigation as needed).
Councilmembers asked how the fee applies to housing types. Larios said the fee applies to each new residential unit (single-family houses, condominium units and apartment units) but does not apply to accessory dwelling units (ADUs); some affordable units are exempt under SANDAG board policies. Councilmember Nakawadase urged transparency about the charge for residents: "I would just encourage that we just keep being transparent when these funds... are being used," she said.
No members of the public spoke. After brief council discussion about the project plan notice to the SANDAG Independent Taxpayer Oversight Committee and whether planned projects require separate council approval, the council voted unanimously to adopt the resolution.
The resolution will be implemented by city staff and reflected in building-permit charge schedules on July 1. Council directed staff to continue annual reporting on RTCIP revenues, balances and planned uses.
