Fontana planning commission approves beer-and-wine license for Karnitas Kuronga

The Fontana Planning Commission on March 3 approved a conditional use permit for Karnitas Kuronga to obtain a Type 41 alcohol license to sell beer and wine at 16110 Ceres Avenue.
Associate planner Mike Towne presented the staff report and recommended adopting the required resolution and a categorical exemption under CEQA. "The project is located within Census Tract 2804, where according to ABC a total of 4 licenses are allowed before being considered over concentrated," Towne said, noting the tract currently has two active ABC licenses. Towne told the commission that property owners within 660 feet were noticed and staff received no written comments as of the hearing.
Beatrice Lozada, a consultant speaking for the restaurant owner, told commissioners the applicant accepted the conditions of approval and asked for a favorable decision. "We're just thankful that you guys are able to hear our, allowing her to be able to expand her premises to service the alcohol beverages," Lozada said.
Vice Chair Ricky Quintana moved to approve master case MCN 25-0069 (conditional use permit 25-0018) and Secretary Lozano seconded. The city clerk announced the vote as 4 in favor; the motion passed. Staff will direct the filing of a notice of exemption and the conditional use permit will be adopted under the resolution cited in the staff report.
Why it matters: Adding a Type 41 license permits on-site beer-and-wine sales at an existing restaurant and is subject to local concentration limits set by ABC. The commission’s approval allows the business to begin service under the permit conditions; staff will complete the ministerial filings required by the resolution.
