Council approves funding reconciliation and SBCTA amendment for Central Avenue/SR‑60 interchange

City staff told the Chino City Council on Feb. 3 that a $980,803 masonry wall at the police department had been mistakenly charged to the Central Avenue/SR‑60 interchange project and recommended reassigning the cost to the general fund and restoring transportation project funds. Sylvia Ramos presented a two‑part budget correction: restore $980,803 previously used for the police wall and appropriate $62,009.42 from the general fund for additional landscape costs tied to Amendment No. 6 of the cooperative agreement with the San Bernardino County Transportation Authority (SBCTA).
Ramos said the interchange project had an original adopted budget of $18.4 million and that, after the proposed adjustments, the revised project budget would be approximately $19.47 million with any unused funds returned at closeout. Staff recommended transferring $980,008.03 from the general fund to reimburse the citywide circulation fund and offsetting the landscape cost through the general fund; council supported the correction and approved the motion 4–0 with the mayor absent.
Senior engineer Michelle Anderson then presented Amendment No. 6 to the cooperative agreement with SBCTA. She said SBCTA is the lead agency and identified construction delays, pandemic‑era material shortages and overlapping work with a Caltrans bridge replacement project as contributors to claims and increased closeout costs. SBCTA forecasted total project costs to exceed the authorized cooperative agreement by $786,599, translating to an estimated $465,820 increase to the city's share. Anderson said the forecasted city share at completion remains below previously updated budget figures and that no additional appropriation was required with the staff action.
Anderson described proposed operational fixes for landscape maintenance concerns — including installing delineators and grading rock mulch back from travel lanes — and said SBCTA had initiated a change order to implement the delineators and grading under its long‑term maintenance contract. Once Amendment No. 6 is executed, SBCTA may close out the prime contractor's contract and the city will execute revised reimbursement agreements with San Bernardino County and the city of Montclair.
Council members thanked staff for committee vetting and for bringing the budget cleanup back to the council. The motion to approve the funding reconciliation and execute Amendment No. 6 passed 4–0 (mayor absent). Staff said unused funds will be returned at project closeout and that the city will continue coordination with SBCTA and Caltrans on remaining issues.
