Jackson approves extra $1 million SPAT allocation for Stilson Transit Center after grant accounting adjustment

The Jackson Town Council on May 4 approved a staff recommendation to allocate an additional $1,000,000 of 2022 transportation-alternatives SPAT funding to the Stilson Transit Center project, increasing the town’s total SPAT allocation for the project to $8,388,892.
Public Works Director Johnny Ziem told council staff had originally assumed the project could use the full $7.2 million awarded under a federal BUILD grant for construction when approving a guaranteed maximum price (GMP) contract in December 2024. Ziem said $1,000,000 of that award had been used to pay professional-services costs (Jorgensen Associates), leaving $6.2 million available for construction; to cover the shortfall staff recommended adding $1,000,000 of local SPAT funds.
Councilor Schechter asked whether the county must also approve the change; Ziem said the Board of County Commissioners would take the item up the next morning and both bodies must approve the allocation. Heather Overholser, Teton County public-works director, clarified the SPAT program total and the inclusion of an already-approved $651,000 local match for professional services.
Councilors expressed frustration that the earlier allocations and remaining balances were not clearer in the staff packet but supported approving the additional SPAT allocation to keep the project on schedule. The motion passed unanimously.
