Jackson council moves to amend special-event code and repeal unattended-display policy for Town Square

Jackson Town Council on May 4 approved staff recommendations to update special-event sections of Title 12 and to repeal the town’s temporary unattended-display policy for the Town Square.
Town Attorney Leah Colasmano summarized staff’s proposed technical changes to the special-event code, including clarified timelines for filing and town decisions, replacing discretionary language with clearer criteria for staff, raising the permit threshold from 10 to 50 attendees for some event types, and adding an appeal process handled by the town manager.
Colasmano said staff had recommended repeal of the 2013 unattended-display policy because displays create conflicts with pedestrian flow, accessibility and the Town Square’s status on the National Register of Historic Places, and because administering the policy required significant staff time.
Councilor Beeman moved to direct staff to present ordinance D for first reading; Councilor Schechter moved to repeal the unattended-display policy enacted in November 2013. Both motions passed unanimously.
Town staff and councilors noted the repeal does not eliminate future debate: the council may revisit Town Square policies at a later community conversation about special events scheduled for December.
The ordinance amendments and the policy repeal were approved by council voice votes; staff will return with ordinance text for formal readings and final adoption.
