Chino council unanimously approves joining PRISM insurance authority to boost coverage

Chino’s City Council voted unanimously on April 21 to approve membership in Public Risk Innovation Solutions and Management (PRISM), a joint-powers insurance authority, following a staff presentation that said the switch would significantly increase coverage limits while reducing the city’s out-of-pocket deductibles.
Deputy Director Crystal Murillo, presenting staff’s recommendation, told the council that PRISM would raise general liability and property limits, lower the city’s general liability deductible from $5,000,000 to $1,000,000 and set a workers’ compensation out-of-pocket deductible at $500,000. Murillo said the total premium increase would be approximately $1,280,000, which includes higher property and aviation coverage costs.
"Tonight, staff's recommendation is to adopt resolution number 2026-025, approving the city's membership into PRISM," Murillo said, adding that the change offers greater protection and lower financial exposure for large claims.
City staff framed the move as a trade-off: a higher annual premium in exchange for stronger limits and a lower chance the city would be required to cover large losses itself. Staff gave a timeline for PRISM membership: PRISM’s underwriting committee will meet May 6, the PRISM board will consider final approval June 5, and the city’s membership would become effective July 1, 2026, if all approvals are secured.
Council member Comstock made the motion to adopt Resolution No. 2026-025; Council member Flores seconded. The council voted unanimously to approve the resolution.
The vote authorizes the city manager to execute required membership agreements and designates the city manager as the city’s PRISM board representative, with the director of human resources and risk management as alternate. Staff said the city will continue to work through premium and coverage details during the PRISM underwriting and board-approval process.
The council’s action now moves the matter to PRISM’s internal approval steps; the city will not be enrolled until PRISM underwriters and board members give final consent.
