East Palo Alto sanitary district reports no sanitary sewer overflows; staff outlines capital priorities

City staff provided the quarterly update for the East Palo Alto Sanitary District (EPSD), reporting progress on operations and infrastructure integration since EPSD became a subsidiary district in October 2024.
Utility manager Matt Vining said the district completed a full CCTV inspection of the collection system (about 33.6 miles), implemented a sewer emergency response plan, and is ongoing with GIS and computerized maintenance management tool development. Staff told the board that there have been zero sanitary sewer overflows this year.
On finances, staff said the district maintains reserve funds in the millions, with a previous figure cited as over $20,000,000 (staff said they were not sure of the current exact amount). The board discussed moving to capital improvements in the coming budget cycle and a planned RFP to begin design work for pipeline upgrades along Bay Road, Willow Road, and adjacent side streets.
The EPSD board moved and approved the cash disbursement consent item for February and will incorporate EPSD capital requests during the city’s upcoming budget hearings. Board members asked for a future presentation on budget-to-actual tracking to better align project planning and reserve usage.
