The Fontana Planning Commission on April 7 approved Master Case MCN 23-057 and Conditional Use Permit CUP 25,014 to allow a smoke shop at 13819 Foothill Boulevard, Unit B. Associate Planner Mai presented the staff recommendation, describing the use as compatible with surrounding commercial properties and recommending adoption of Resolution 2026-10 and filing a notice of exemption under the cited CEQA guidelines.
The staff presentation said the applicant would operate between 10 a.m. and 10 p.m., seven days a week. The proposed retail would offer tobacco products and tobacco accessories and sell lottery tickets; items would be displayed behind the counter and accessible only to staff.
Applicant Esmeralda Larco identified herself at the podium and accepted the conditions of approval. During questioning she confirmed the shop will sell tobacco products — specifically cigars — and said, "Just tobacco products. Nothing extra."
Commissioner Sanchez moved to approve the conditional use permit; Secretary Lozano seconded. The clerk announced the recorded vote as four in favor with one abstention by Commissioner Kietle, and the motion passed.
Staff will file the required notice of exemption and the applicant may proceed to obtain building- and business-related permits consistent with the conditions adopted by the commission.
