Madison County Planning Commission splits over proposed expansion of membership

The Madison County Planning Commission debated proposed revisions to its bylaws on Jan. 21, including a Board of Supervisors request to increase membership from seven to eight.
Board Chair Carty Yowell said supervisors identified multiple qualified applicants and recommended increasing commission membership while those candidates were available. Some commissioners opposed the immediate change. County Attorney Hannon Wright reminded the commission state code allows "no fewer than five and no more than fifteen" members.
Commissioner Pete Elliott moved to retain seven members (seconded by Nathan Cowan); the motion failed on a 2–4 vote (Aye: Elliott, Cowan; Nay: Whitman, Graves, Smith, Carpenter). After discussion, a straw poll favored amending the bylaws to reflect the state-code language and delegate the final membership count to the Board of Supervisors (straw poll Aye: Whitman, Graves, Smith, Carpenter, Cowan; Nay: Elliott). The commission will forward the recommended language and a subcommittee schedule to staff for advertisement and a public hearing timeline.
The discussion clarified that a tie vote results in a motion's failure and that, absent a majority recommendation, the Board will treat the commission's non-recommendation appropriately. The commission did not finalize a bylaw change at the workshop; further action will be taken through the scheduled process.
