Officials report mixed assessment results; K–2 gains and shortfalls for students with disabilities

Deputy Superintendent Dr. Matt Thompson told the Bexar County Board of Education on May 5 that district leaders are using MAP Growth and Georgia Milestones data to measure progress toward board-set goals and to target instruction.
"We have 2 items of information for the board this evening," Dr. Matt Thompson said, introducing assessment staff and an early review of spring MAP reading and math results alongside board goals set at the July retreat.
Jenny Persinger, who handles data, assessment and accountability, explained that MAP Growth is administered three times per year and provides immediate, actionable results, while the Georgia Milestones are the state’s summative tests. "MAP Growth is an interim assessment... it allows teachers to monitor each student's progress throughout the year and then adjust their instruction," Persinger said.
Presenters showed year‑over‑year improvements in district MAP percentiles for reading and math and said the district exceeded its board goal for K–2 reading overall and for English learners. However, Dr. Katharine Brown highlighted a decline for the students-with-disabilities subgroup and described steps schools are taking to address that shortfall, including revised master schedules, expanded co‑teaching arrangements, and targeted staffing to ensure students receive supports in the least restrictive environment.
Board members asked for cohort and growth breakdowns. Persinger and Thompson said cohort analyses and fall‑to‑spring MAP growth data can be produced for each grade and that some state ELA Milestones data are embargoed; Thompson noted the district expects the public release of certain Milestones scores in November. "We will have to be patient," he said of state timelines, but added the district can share internal early data.
The board requested that staff provide grade‑level growth results so trustees can see both achievement and growth patterns; presenters agreed to supply that breakdown. No formal action was taken; the presentation was for information and planning.
