Staff reports: LMO timing, design-studio workload, home-safety repairs and sewer-connection backlog

Town staff briefed the task force on several operational programs during the Nov. 4 meeting, including land-use mapping (LMO) timing, historic-neighborhood permitting and the town’s home-safety and lateral sewer-connection programs.
Shay Farrar said the district mapping process is advancing and that public engagement meetings are being scheduled; priority LMO amendments are set for the planning commission in November with a public hearing planned in January. Farrar said staff plan to invite the task force to participate in outreach sessions.
Sharonica Gavin Stewart, principal planner of historic neighborhoods, reported the historic neighborhood permitting and design-studio team has received 91 requests to date, completed 67, and is actively working on 16 projects. She said active projects are often on hold because applicants need additional information or funds and that she will provide a year-to-date breakdown on requests after the meeting.
On housing-related assistance, staff said the home-safety and repair program relaunched in July 2024 and has conducted 56 site visits, completed 17 projects, and currently has 27 projects under contract. Staff reported three new applications since Oct. 14 (two home-safety/repair requests and one tree removal) and said the funds identified in May must be encumbered by Dec. 31.
On the lateral sewer-connection program, staff reported 45 total applications, 31 completed jobs, three currently under contract and six pending—staff estimated an additional $82,000 would be needed to address the six pending connections. Staff said the lateral program is coordinated with PSD and DeepWell and that applicants typically start with DeepWell before transferring to town support if DeepWell cannot fund their application.
Task-force members asked about contractor availability, outreach, marketing and whether program status could be published in a year‑to‑date format; staff said they will supply requested breakdowns and continue improved marketing and communications efforts.
