Lemon Grove Planning Commission OKs sending 2025 general plan progress report to council

The Lemon Grove Planning Commission voted 4'0'0 to recommend that the City Council accept the city'9s 2025 General Plan Annual Progress Report and direct staff to submit the report to the Governor'9s Office of Land Use and Climate Innovation (LCI) and the Department of Housing and Community Development (HCD).
Assistant Planner Justin Nacompta presented the annual report, explaining the document is a state-required progress report that tracks implementation of the city'9s General Plan and housing-element metrics. Nacompta said the city issued 32 residential building permits in 2025, 29 of which were accessory dwelling units (ADUs) or junior ADUs, and three of which were for new single-family homes. He said those permits put the city at roughly 26% of its Regional Housing Needs Allocation (RHNA) target of 1,359 units for the 2021'2029 cycle.
Community Development Manager Michael Fellows told commissioners the report and its supporting spreadsheets are the formal record and that staff will consult HCD when there is uncertainty about whether particular housing types (for example, shelter-style or tiny-home projects) count toward RHNA. He noted the report is primarily a status update rather than a request to change the General Plan itself.
Commissioners discussed the volume of material in the 113-page report and asked staff for more lead time for review in future years. Commissioner Morrissey and Chair Clark said the report'9s summary read at the meeting was helpful for understanding the details beyond the PowerPoint.
Chair Clark called for a motion to adopt the staff recommendation to forward the report to City Council and direct staff to submit it to LCI and HCD. The motion was moved and seconded; roll call recorded Ayes from Commissioner Beers, Commissioner Morrissey, Commissioner Eckler, and Chair Clark. Commissioner Clark Manson was absent. The motion carried 4'0'0.
The commission'9s recommendation sends the required report to the next stage of review by the City Council; staff will submit the report to the state agencies as directed.
