Commission approves MDP annual report and recommends surety-waiver process for nonprofit projects

Planning staff told the commission the short-form report documents 49 residential building permits for the reporting year (16 in priority funding areas, 33 in non-PFA areas). "We fall just within the limitation of that short form reporting period," staff said. The commission voted to transmit the report to MDP and forward it to the county council.
On a separate item, staff proposed an amendment to Chapters 190-6 and 190-61/62 to create a waiver pathway allowing qualifying nonprofits to receive an exemption from posting a construction surety for certain public‑benefit improvements when other protections exist. Staff cited the Bellevue Passage Museum pedestrian improvements and bus pull-off as an example where grant-funded work and public benefit made a waiver useful. The commission approved a recommendation to the county council and asked staff to correct a drafting reference (190-62 -> 190-61.2) before transmission.
The recommendation is advisory; final action rests with the county council. Staff also reminded the commission that if a nonprofit declined to build an improvement after a waiver, the county retains leverage through occupancy or other permit conditions tied to the site plan.
