Water and utilities: Lane Young (Utilities) described a ground‑lease access agreement with Martin Marietta Materials Incorporated to test a potential well site near Hazel Dell/Hazel Dale Parkway; if testing is successful the city would pursue a permanent easement. Young said the city would be responsible for drilling operations while Martin Marietta would retain control of the land and cover maintenance and related liabilities under a mutual indemnification clause.
