Carmel Board approves multiple infrastructure contracts, a $1 million matching paving grant and event permits

At its May 6 meeting the Carmel Board of Public Works approved a range of infrastructure contracts, grant agreements and event permits across utilities, streets, parks and public art.

Water and utilities: Lane Young (Utilities) described a ground‑lease access agreement with Martin Marietta Materials Incorporated to test a potential well site near Hazel Dell/Hazel Dale Parkway; if testing is successful the city would pursue a permanent easement. Young said the city would be responsible for drilling operations while Martin Marietta would retain control of the land and cover maintenance and related liabilities under a mutual indemnification clause. The board approved the lease access request.

Sewer and wastewater: The board approved a $53,064.99 amendment with Blue Tank and Pump LLC for bypass pumping on the 126th Street interceptor (paired with lining work to take advantage of road closures) and approved a $102,993.51 purchase of 20‑inch water main pipe for the North End Phase 2 project (city will buy pipe for the developer to install to expedite timing and reduce cost). Lane Young also presented an equipment/installation package for the wastewater plant boilers (actuator sensors and installation) intended to allow the plant to use captured methane gas rather than purchased fuel; both items were approved.

Streets, drainage and buildings: Engineering reported a final change order reducing Calumet Civil Contractors' balance by about $58,059.35 for Carmel Orchard Park drainage work. Jared Huff (Engineering) presented a $100,400 not‑to‑exceed amendment for Crossroad Engineers to complete additional inspection on a 141st Street path extension; staff said that amendment should complete the project financially. The board also accepted a $1,000,000 Community Crossings matching grant (CCMG) for paving work and approved a $70,000 design and project‑management amendment with Schmidt Associates for Station 44 HVAC (Zach Jackson said full replacement could be roughly $1,000,000) and a $100,000 extension for deferred‑maintenance capital planning.

Public art and services: Crystal Edmonson (Street Department) presented an $82,272 amendment with Catbun Studios for annual statue upkeep, and Human Resources presented a three‑year renewal with Forte Sports Medicine adding cybersecurity provisions and clarifying employee eligibility; both items were approved.

Events and public use: The board approved multiple event requests to use Midtown Plaza (including a July 25 Carmel Runners Club kickoff and scholarship celebration), a proposed Freewheeling Community Bikes fundraiser/ride concept and a Festival of Speed site request. The board also added and approved two recurring events—Bike to Work and Coffee on the Monon—scheduled May–September on specified dates.

All items were approved by voice vote with no recorded dissent in the meeting transcript. Several staff presenters said the approvals reflected coordination across departments to align schedules and achieve cost efficiencies.
