Pleasant Grove council amends transportation master plan to seek funding for 700 South safety upgrades

Pleasant Grove — The Pleasant Grove City Council on March 24 unanimously approved Ordinance 2026-012 amending the city’s transportation master plan to add projects on 700 South in the 700 South Industrial Corridor, a move that staff said will make the corridor eligible for regional funding.
Director Winterton told the council the amendment lists improvements from Geneva Road to North County Boulevard, including signalization at 1300 West and upgrades to pedestrian access across the railroad crossing near public works. ‘‘Once a road is considered regionally significant, we can ask the Mountainlands Association of Governments for help with funding,’’ Winterton said, adding that traffic counts and MUTCD criteria show a signal is warranted at 1300 West and 700 South.
Winterton said study work by Avenue Consultants and on-site traffic counts documented morning backups, heavy-truck use and bus queuing; staff highlighted potential economies if signal work is coordinated with utility pole relocation and sidewalk construction. Council members asked about timing and reimbursement; Winterton said the city could self-fund work and seek reimbursement from future grant cycles (potentially 2028 or 2030) if awarded.
The council closed the public hearing and voted by roll call to approve the ordinance. Council Member Anderson made the motion and Council Member Rogers seconded; Anderson, Leone, Rogers, Williams and Phillips voted yes.
The approval allows staff to include the 700 South projects in grant applications to regional partners and positions the city to request Mountainlands (MAG) support for construction funding. Winterton said staff will return with project phasing, cost estimates and any required right-of-way or utility coordination as applications move forward.
