Cottage Grove’s Planning & Zoning Commission on March 23 adopted a set of zoning-text amendments (TA 2026-00009) intended to clarify definitions and update several development standards.
Senior Planner Samantha Puret explained the primary elements: move definitions for brew pubs, microdistilleries and cocktail rooms into the definitions section and add definitions for breweries and taprooms based on state statute; add performance standards and an administrative conditional-use permit (ACUP) process for temporary accessory outdoor sales such as seasonal garden centers or fireworks displays (ACUPs will run with the land and building permits will be reviewed annually); allow accessory buildings in residential districts to be up to 2 feet taller than the principal building to accommodate tall vehicles or loft storage; include clear-view-triangle restrictions in the landscaping section (no plant materials, fences, or structures over 30 inches tall within the triangle) and give the city authority to order removal of obstructions, enforced on a complaint basis; and reduce parking-lot setbacks along side or front property lines to 10 feet in specified business districts while maintaining landscaping requirements.
Commissioners asked whether the clear-view triangle would be delineated on plats (not required today; staff said subdivision-code updates in 2026 could address that), whether complainant identities are confidential (staff said complaints can be anonymous), and how ACUPs for garden centers would be maintained (ACUP runs with the land with annual permit checks for tents). Commissioner Britain praised the clear-view-triangle implementation and the commission approved the package by voice vote, 6–0 (motion by Commissioner Britain; second by Commissioner Steman).
Next steps: staff will incorporate minor remaining amendments from the written packet and forward the ordinance package to city council for consideration on the stated council date.
