Aurora finance committee seeks more frequent financial updates as officials outline reporting limits

Members of the Aurora Finance Committee pressed city finance staff on March 26 for more frequent and more usable financial snapshots to inform the 2027 budget process.
Aldermen said they want financial information earlier than the traditional midyear report so the council can discuss priorities such as gaming-fund policy, the tax rate, multi-year forecasting and public-safety spending before the budget is finalized. "It would be nice to have these discussions before the budget process starts so that there's understanding where we're coming from," one alderman said.
Christa Hanky, the city's director of financial operations, explained why the city generally waits until the end of June for a midyear picture: prior-year closeouts and audits affect the starting balances that roll into the new year, and major revenue sources such as property taxes, sales taxes and income taxes arrive on a lag that limits early-year accuracy. "To give kind of an estimate early on will be just hugely inaccurate," she said, noting monthly budget-versus-actual reports are posted online and the treasurer's report is presented monthly to council.
Linda Reid, controller and deputy treasurer, described the treasurer's report as a monthly document that includes fund balances, cash balances, revenue and expenditure summaries, budget-vs.-actual comparisons and trend graphs, and said narratives are included and updated when audits or reconciliations require it. Staff said their goal is to keep monthly reports current and to reduce past lags in distribution.
Committee members suggested practical steps including (1) making existing monthly treasurer reports and trend graphs easier to extract for committee discussion, (2) scheduling targeted pre-budget briefings on priority topics such as gaming-fund policy and tax-rate options, and (3) receiving regular updates on hiring status and budgeted positions. Alderman Carl Franco urged using gaming revenue strategically to help mitigate future debt-service burdens on taxpayers.
Chief of Staff Shannon Cameron asked members to compile specific questions and send them to staff so finance can prepare focused materials for a future agenda item; staff agreed to coordinate through Chief Rich Jacobs.
No formal action was taken; staff agreed to provide monthly treasurer reports and to work with committee members to scope a targeted future discussion ahead of the 2027 budget process.
