Board conditionally approves Penn Commercial cosmetology agreement after debate over costs and clearances

The McGuffey School District board voted on March 13 to approve an articulation agreement with Penn Commercial that would send high-school cosmetology students to Penn Commercial for coursework, contingent on solicitor review and negotiated edits to the contract for special-education supports, background-clearance language, transportation and kit-payment procedures.

The motion approved the agreement "pending solicitor review and negotiation" after multiple board members and public speakers raised concerns about who would pay for students' kits, whether adult students at Penn Commercial should have background clearances when sharing common spaces, and whether the district would be obliged to provide transportation costs if enrollment thresholds were not met.

Students and supporters of the program argued it provides access to a program many McGuffey students otherwise would not have, and that supervisory staff and teachers are present during student clinic time. A student who attends Penn Commercial said, "we are never around the adult students ever unless we use the restroom," and described close supervision in the clinic.

Administrators and Penn Commercial representatives said the tuition is similar to Western Area Career & Technology Center when kit costs are excluded, and the contract language states families are responsible for kit costs; transportation arrangements were described as variable and subject to the final agreement. The board asked the solicitor to negotiate or clarify contract terms around clearances and cost/collection procedures before final execution.

What’s next: The solicitor will review the contract and negotiate the clarifications requested by the board; administration will return any materially changed agreement for board review before final execution.
